This position supervises the construction, repair and maintenance of the water distribution and sewer collection systems.  In addition, this position is responsible for assisting in planning, organizing, and directing the operations of the Water and Sewer Division.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.

  • Performs the duties of the Water and Sewer Superintendent in his or her absence.
  • Schedules daily work performed by field crews.
  • Ensures compliance with relevant state and federal regulations.
  • Completes required reports, including monthly summary reports.
  • Enforces safe work practices.
  • Provides on-site supervision for the distribution and collection system crews.
  • Completes investigations of customer complaints and assures resolutions.
  • Assists in the preparing of budgets; approves purchases; codes invoices.
  • Manages the Sanitary Lateral Insurance Program; prepares yearly budgets and manages accounts.
  • Reviews and implements operational changes.
  • Monitors and reviews compliance with all state and federal permits associated with the Water and Sewer Division.
  • Performs related duties.

 

Additional Knowledge Required

  • Knowledge of public administration.
  • Knowledge of the techniques, equipment, and supplies used in water and sewer system construction, repair, and maintenance.
  • Knowledge of City's safety policies and procedures.
  • Knowledge of federal and state laws and local ordinances relevant to division operations.
  • Knowledge of the geography of the City, including road and street names and locations.
  • Knowledge of City policies and procedures, including purchasing and budgeting procedures.
  • Knowledge of the operation and preventive maintenance of a variety of equipment.
  • Skill in budgeting and public financial management.
  • Skill in supervision and management.
  • Skill in interpreting plans and specifications.
  • Skill in reading and interpreting blueprints.
  • Skill in the use of office equipment such as a computer, calculator, copier, and facsimile machine.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

 

Minimum Education, Training and Experience Required to Perform Essential Job Functions

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Missouri for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
