 This position is responsible for the management of construction projects.


  • Manages engineering, surveying and professional firms for design projects; establishes and executes contracts.
  • Manages contracting companies for construction projects.
  • Manages the Pavement Evaluation Program as assigned; evaluates and rates city streets.
  • Manages a variety of Parks projects ranging in scale from small building expansions/improvements to major park initiatives.
  • Reviews plans, specifications and estimates for construction projects.
  • Prepares bid documents and oversees bidding; coordinates newspaper advertisements with Purchasing Agent.
  • Applies for external funds for design and construction projects; prepares fund agreements; attends meetings pertaining to fund sources.
  • Reviews shop drawings, submittals, certified payrolls, and test reports.
  • Acquires easements and rights-of-way for construction projects; records required documents.
  • Reviews traffic related issues with residents and staff; prepare recommendations.
  • Prepares and issues Requests for Qualifications to engineering firms for design services.
  • Pays invoices for contracting engineering firms; prepares spreadsheets and invoices.
  • Meets with residents concerning projects during design and construction.
  • Completes in-house design plans.
  • Sends plans to utility companies for review and coordinates relocations.
  • Prepares and makes presentations to elected officials and public groups.
  • Performs related duties.


  •  Knowledge of the principles and practices associated with public works operations, including plan review, construction inspection and stormwater operations.
  • Knowledge of the principles and practices associated with the design, construction and management of roadways, bridges, creeks, sidewalks, trails, stormsewers, sanitary sewers, water mains and facilities.
  • Knowledge of engineering principles and practices.
  • Knowledge of relevant federal, state and local laws, regulations and policies.
  • Knowledge of computers and job related software programs.
  • Skill in planning and implementing public works programs and projects.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in the preparation of clear and precise administrative reports.
  • Skill in oral and written communication.


  •  Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Missouri for the type of vehicle or equipment operated.
